About Osage County Special Services

Osage County Special Services is a public taxing entity, commonly known as a “Senate Bill 40 Board,” that enters into funding contracts with agencies that serve individuals with developmental disabilities in Osage County.

This public tax was established in 1992 when voters of Osage County approved a tax of up to 10 cents per $100 of assessed property valuation. These funds are used to provide community-based programs and supports for individuals with developmental disabilities.

Our History

Osage County Special Services was established in 1992 through voter approval of the county tax.

In February 2009, OCSS began providing case management services through an agreement with the Department of Mental Health, Division of Developmental Disabilities.

How We Operate

Osage County Special Services is guided by a nine-member Board of Directors appointed by the Osage County Commission.
The Board sets the financial and administrative framework for the organization and hires the Executive Director to oversee daily operations.
The Board delegates administrative responsibilities to the Executive Director while maintaining oversight to ensure all actions align with established policies and procedures.

Board Meetings

Osage County Special Services is guided by a nine-member Board of Directors appointed by the Osage County Commission to serve three-year terms.

The Board includes parents, family members of individuals with developmental disabilities, educators, professionals, and community members who advocate for citizens with developmental disabilities.

Board meetings are typically held on the first Thursday of each month at 6:00 p.m., unless otherwise posted.
